Manual GCP Billing Account onboarding follows a different set of steps than Cloud Shell onboarding — each permission grant is done by hand rather than by a script.
Why this matters: Manual gives you visibility into each individual permission grant along the way, which some teams want for security review purposes — Cloud Shell trades that visibility for speed by scripting the same grants end-to-end.
