Onboarding a Subscription as a Billing Account
If you don't have billing-level access (common for Indirect CSP/MCA or reseller accounts), you can onboard a subscription as a billing account instead:

Note: The Invoice tab displays data only when the scope is set to Billing with the MCA /EA account type, and invoice data is available for the selected month.
Invoices tab is available for Azure accounts where you can view invoice details for the selected Billing Accounts. Use the month dropdown to switch between months and view invoices for the selected period
